Additionally, Mr. Addison, "agreed to file all outstanding campaign reports, or cease and desist the activity that violates" the law regarding the general contents of campaign finance reports as described under section 254.031 of the Election Code.
The TEC received the initial sworn complaint against Mr. Addison on June 28, 2007. The complaint alleged Mr. Addison failed to appoint a campaign treasurer and failed to file appropriate campaign finance reports.
The payment of the civil fine along with the signed Assurance of Voluntary Compliance effectively resolves this complaint without further proceedings.
Penalties handed out by the TEC for violations are civil in nature and can vary widely.
The TEC was created in 1991 by an amendment to the Texas Constitution. Some of the TEC responsibilities include administration and enforcement of the following:
Title 15 of the Election Code including political campaigns and contributions.
Chapter 305 of the Government Code including lobbyist reports and activities.
Chapter 572 of the Government Code including personal financial disclosure and conduct of state officers and employees.
